Mr. Korzhenevsky earned his Master’s degree at State University – Higher School of Economics (Moscow, Russia) and had internship at Stanford University (California, USA). He specialises mainly in international finance; the core area of his academic interests is the interrelationship between financial markets and macroeconomic processes. He worked as author and presenter of the Markets programme on RBC-TV and later as Deputy Director of the Centre for Economic Forecasts, Gazprombank. Since 2013, Mr. Korzhenevsky has been author and presenter of the programme Economics: Day Rates on TV Channel Russia-24, which is devoted to key macroeconomic and financial topics of the day. He also highlights the main economic events (Davos Forum, SPIEF). In parallel he is working on his thesis Contemporary Methods of Monetary Policy and the Implicit Function of Central Banks. He is also continuing his academic activities at the HSE.

Russia is currently home to a group of a few hundred competitive, fast-growing, highly innovative private companies with a strong entrepreneurial base. Many of them are ready to expand their businesses and become leaders on the national or even global market. Since 2016, a number of these companies have applied and been accepted onto the Ministry of Economic Development’s priority project, ‘Supporting Leading Private High-Tech Companies’ (also known as ‘National Champions’). As things stand, 62 companies have been accepted onto the scheme. Participating companies receive comprehensive support from the Ministry in their dealings with government authorities, development institutions, and companies in which the state is a shareholder. How can we help companies communicate with banks and investment firms and obtain loans and investment? What achievements and future projects can the companies taking part in the National Champions scheme share with us?

Vasily U. Golubev was born on January 30, 1957 in Ermakovskaya village of Tatsinskiy district (Rostov region).
In 1980 he graduated from the department of engineering economics of Moscow Institute of Management named after Sergo Ordzhonikidze.
In 1991 he was appointed and in 1996 was elected the Head of Lenin district of Moscow region.
Since April 1999 he was the Vice-Governor of Moscow region, since March 2000 – the First Deputy Chairman of the Moscow Region Government.
He was in charge of the research and production sector, agriculture, food supplies, housing and utilities infrastructure, fuel, energy and construction sector of Moscow region.
In December 2003 he was elected the Head of Leninskiy district of Moscow region again and reelected for the second term in March 2008.
On May 21, 2010 by the recommendation of the President of the Russian Federation he was empowered to be the Governor of Rostov region.
Due to the expiry of powers, Vasily Golubev had been temporarily appointed as the Governor of Rostov region until the person elected the Governor of Rostov region was empowered to perform these duties on 14 June, 2015.
On 13 September, 2015 he was elected the Governor of Rostov region by residents of Rostov region.
He graduated from Russian Academy of Public Administration under the President of the Russian Federation. He has the following degrees: Cand.Sc.(Law) and Dr.Sc.(Economics).

In today’s Russia, people tend not to take a great deal of interest in entrepreneurship. According to data from the Global Entrepreneurship Monitor, only 5% of respondents expressed a desire to start a business. However, there is considerable potential for growth in the SME sector by encouraging entrepreneurial activity and promoting entrepreneurship. Russia’s regions have a major role to play in tackling these challenges. Which tools are most effective? Are there universal recipes for success? How can mistakes be avoided? Sergey Morozov was born on September 6, 1959 in Ulyanovsk. After graduating from high school, he worked as a machine operator at a furniture factory. He served in the Pacific Fleet from 1977 to 1980.Since 1981 he has worked at the law-enforcement bodies. He graduated from the All-Union Legal Institute with a major in law. He worked his way up from a criminal investigation inspector at the district office of internal affairs up to the head of a special anti-drug trafficking office of the Internal Affairs Department of the Ulyanovsk Region. In 1995, he was appointed head of the Internal Affairs Department of Dimitrovgrad. In December 2000 he was elected Mayor of Dimitrovgrad. In 2003, Dimitrovgrad won a federal competition and was granted the title of the “Cultural Capital of the Volga Region of 2004”. He has twice been awarded special government prizes for achievements in municipal improvements.In December 2004 Mr. Morozov was elected Head of the Administration of the Ulyanovsk Region. On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. He defended his dissertation on the subject “Formation of a socioeconomic development strategy for the region”.He is married with five children: two sons and three daughters.

Vitaly started his audit career in 1999 at KPMG in Moldova. Since then Vitaly worked on the Moldovan, Romanian and Ukrainian markets. In 2011 Vitaly joined KPMG in Russia and the CIS.
During 17 years in audit, Vitaly has obtained extensive experience of working with companies from different sectors of the economy – industrial production, transport and infrastructure, construction and property development, agriculture.
Due to his extensive industry expertise Vitaly is heading KPMG Agribusiness Practice in Russia and the CIS (starting from 2013), and represents KPMG at various national and international industry events. Through an open public debate which has taken place at a variety of expert forums and in the media, a diverse vision of individual aspects of Russia’s spatial development has been formed. At the same time, the main actors when it comes to implementing the future spatial development strategy will be Russia’s regions, and this is having a definite impact on regional policy as a specific focus of the Russian Government. Regional authorities are talking about the need to improve the transparency of decisions that directly affect the regions and for them to be widely discussed in advance. The most critical issues on the regional agenda concern the cooperation between the federal authorities and the regions in the Russian Federation, as well as the way in which powers are redistributed among them, financial support to Russia’s regions, attracting private funding, the growth of metropolitan areas, regional development support tools, single-industry towns, the urban environment, and housing and utilities, among other questions. All of these areas require the fine-tuning of existing mechanisms, the development of new approaches, and their targeted incorporation into the national projects, with mandatory feedback needed from the regions.

These are intended to play an important role in supporting social harmony and diversity, but as business organizations, they also encourage increased business activity and provide support in the search for new sources of capital for business development. This increases levels of business activity both among members of particular faith communities and in society as a whole. Modern cooperative organizations like these can help to attract investment, develop entrepreneurial skills, encourage social mobility, and foster a high degree of independence in the lives of traditional communities. Moreover, associations like these open up new opportunities for interfaith dialogue, which can lay the ground for new horizons for cooperation to emerge within both the state and society. Rabbi Pinchas Berel Lazar was born on 19 May 1964 (8 Sivan 5724) in Milan, Italy, into the family of a rabbi of the local Jewish community. In 1978, after graduating from a Jewish day school, he enrolled in the Rabbinical College in New Jersey. In 1982, he continued his studies at the Talmudical academy Yeshiva Tomchei Tmimim in New York City, and in 1988 he was ordained with the qualification of dayan, a religious judge.
Rabbi Berel Lazar visited Russia for the first time in 1988. A year later, the leader of the Chabad-Lubavich movement, Lubavitcher Rebbe Menachem Mendel Schneerson blessed him for an endeavour to revive the Jewish religious life in the Soviet Union, and in 1989 Rabbi Lazar arrived in Moscow. In 1990, he became Rabbi of the synagogue in Maryina Roshcha district of Moscow. Since 1995, he has headed the Union of Rabbis of the CIS. In 1999 he was elected Chief Rabbi of the Federation of Jewish Communities of Russia.
In 2000, Rabbi Berel Lazar obtained Russian citizenship. In the same year at the Congress of the Jewish Communities of Russia, he was elected Chief Rabbi of Russia. By decree of the Russian President Vladimir Putin, in 2001 Rabbi Berel Lazar joined the Council for Cooperation with Religious Associations under the President of the Russian Federation.
On 2 July 2002, at the founding congress of the World Forum of Russian-Speaking Jewry in Moscow, Rabbi Berel Lazar was elected Chairman of the Rabbinical Council of this international organization. One of his duties in this position is provide regular and objective updates to the international community about the situation with the Jewish community in Russia and the opposition of public authorities to manifestations of anti-Semitism.
At present, under religious patronage of Rabbi Berel Lazar, Jewish communities have been revived in more than 350 cities of Russia and the CIS; national schools and kindergartens operate, rabbis work in dozens of cities, synagogues and charitable organizations function.
By decree of the Russian President of 30 March 2004 (8 Nisan 5764) Rabbi Berel Lazar was awarded the Order of Friendship “for merits in the development of spiritual culture and strengthening friendship among peoples.”
By decree of the Russian President of 30 April 2014 (30 Nisan 5774) Rabbi Berel Lazar was awarded Order for Merit to the Fatherland, 4th degree “for the achieved success in labour, significant contribution to the socio-economic development of the Russian Federation, achievements in the humanitarian sphere, strengthening of law and order, responsible longstanding work, effective legislative and public activity.”
Rabbi Berel Lazar is fluent in Italian, English, Russian, Hebrew and Yiddish. He is married and has 13 children.

The global hospitality industry is changing with every passing year. Beach holidays, skiing holidays, cultural and educational holidays, and health and wellbeing holidays are the mainstays of the contemporary tourism industry. Traditional types and forms of holiday are losing ground, with shorter holidays now winning out over longer ones, and active breaks preferred to passive ones. Russia is currently in a position to develop attractive tourism products in line with these new market trends. For instance, over the period 2015–2018, the skiing and spa resorts of the North Caucasus have seen demand for tourism services in these areas grow apace, while sites of historical and cultural interest and nature reserves are seeing more visitors every year. However, the principal limiting factor in the development of the hospitality industry remains the insufficient capacity of the accommodation and other necessary infrastructure in areas popular with tourists across the majority of regions of the Russian Federation. How can we solve the problems inherent in attracting investment to build modern tourism infrastructure? What are the strategic priorities for developing tourism?

Acceleration is one of the main tools employed internationally to help companies gain a foothold on foreign markets and the most successful countries are already making use of it. Currently, less than 1% of all small and medium-sized companies in Russia are exporters. For comparison, this figure reaches 5–7% in Western countries and is considered inadequate. We face the challenge of creating a comprehensive set of tools and incentives to encourage large numbers of Russian companies to start exporting. The ability to export is an objective measure of a company’s competitiveness, and this is one reason why a company must, when joining an acceleration programme, undergo a full assessment of its export readiness in the following areas: competitiveness of its product, marketing, human resources, experience of exporting, and financial resources. Some pilot export accreditation schemes are already being trialled in Russia: these include the Export Growth Accelerator programme (Ministry of Economic Development of the Russian Federation, Russian Export Center), the Practicum Global Shift programme (Moscow School of Management SKOLKOVO), the acceleration of regional companies using professional trackers (Russian Export Center, Nizhny Novgorod Region), and the first online export accelerator (Russian Export Center, Sberbank). Do Russian goods and services face genuine limitations? What can be done to make exporting popular and fashionable? How can modern technology be leveraged for use in export acceleration? Can federal and regional development institutes work together to offer effective state support? What can be learned from the practices of existing accelerators, including international ones?

In order to attract direct Russian and foreign investment in Russia’s regions, more than 430 individual sites are currently up and running, offering special conditions for doing business and access to various government support measures (special economic zones, advanced special economic zones, industrial parks, and more). However, almost all of the existing tools have attracted criticism from regulators and the media. What must be done to ensure that expenditure (including state expenditure) on building infrastructure to attract business does not turn out to have been futile because of a lack of investors? How can we change the prevailing media narrative so that it favours the development of special zones? How can investors choose the best site for them and avoid confusion? Is it possible to create a single universal tool and apply it in every region to make it simpler and easier for investors to get businesses off the ground in Russia?

During his term as Deputy, the regional political council of United Russia made Mr. Krivonosov responsible for the Sochi, Gulkevich and Caucasus Districts. Has a daughter Ekaterina, born 1996. Oleg Teplov is the Chief Executive Officer of VEB Innovations, a subsidiary of Vnesheconombank (VEB) Group, a Russian economist, banker, and financier. He is one of the creators of the National Technology Initiative state program.

Oleg Teplov has been working in the finance industry and public sector for about 20 years, specializing in technological development of the Russian economy. Before joining VEB Innovations, Oleg held the position of referent at the Expert Directorate with the President of the Russian Federation, where he was involved in the development and implementation of the National Technology Initiative (NTI) and drafting the Digital Economy of Russia state program. As a referent at the directorate, he created the system of NTI governance and expansion and developed the National Ranking of Investment Climate in the Constituent Territories of the Russian Federation.

Oleg also leads the Strategic Planning Unit of the Economy and Finance Department at the Executive Office of the Government of Russia, as well as the Strategic Planning Department at the Ministry of Economic Development, where he coordinated the activities of the Strategic Initiatives Agency, Industrial Development Fund, Roseximbank, MSP Bank, and Russian Direct Investment Fund. He also held executive positions in major Russian banks and the global “Big Four” auditing firms.

At present, VEB Innovations under Oleg Teplov's management makes high-risk direct investments in technology-related projects, creates venture funds jointly with major Russian corporations and global partners, as well as fostering investment and technology cooperation with R&D centers, major businesses, and development institutions.

Igor has worked in IT since 1997, rising from the position of systems engineer to CEO. Over the last four years, reduced investment has been causing problems for Russia’s economy. Despite a number of encouraging trends, we nonetheless have to admit that the situation on the market for financial resources remains extremely difficult. In order to increase the pace of growth in the Russian economy and renew key funds, considerable sums must be directed towards investment in the real sector, and one source of the necessary resources should be the financial market. In established Russian practice, the key mechanism for attracting funding to develop the real sector of the economy is a classic one: bank lending. Investment lending is not as well-developed in Russia, constituting less than 8% of the market, according to experts. Among the factors holding investment lending back are banks’ increasingly strict requirements for potential borrowers, the lack of long-term passive investment opportunities, a lack of clarity regarding real project payback periods, and the current regulatory demands. What are the development prospects for investment lending in Russia? What changes need to be made to the legislative basis for regulation of the financial market? Mr. Pankin is a Russian national, born in 1957. He graduated from the Economic Faculty of St. Petersburg State University and holds a PhD degree in Economics. He has also completed professional development courses at Bocconi University in Milan and at the City University Business School in London.
In 1990-1995, Dmitry Pankin was Deputy Head of Financial Committee at the St. Petersburg Mayor’s office. In 1995-2003, he was Chairman of the Board at the St. Petersburg Bank for Reconstruction and Development. In 1999-2000, he headed Treasury Department at the Unified Energy System of Russia, the national electric power holding company. In 2004 Mr. Pankin joined the Department of International Financial Relations, Public Debt and Public Financial Assets at the Ministry of Finance of the Russian Federation and held progressively more responsible positions before becoming Deputy Minister of Finance in 2008. In 2011-2013, he headed the Federal Financial Markets Service of the Russian Federation. Mr. Pankin was reappointed Deputy Minister of Finance in 2013 and also became the Governor for the Russian Federation at BSTDB, until he took the position of Chairman of the Management Board of the Eurasian Development Bank in 2015, where he worked until the end of 2017.

Vladimir Potapov heads a single platform of VTB Group investment products. The business unit VTB Capital Investments was established on 1 January 2018 to combine the largest Russian asset management arm serving local and international investors – VTB Capital Investment Management; VTB brokerage department, which services retail investors, VTB Capital Brokerage – provider of brokerage services to institutional clients; and VTB Forex – provider of retail FX services. Total assets under management in VTB Capital Investments exceeded RUB 1,2 trillion. Vladimir is responsible for strategic and operational development.

In July 2010 Vladimir joined VTB Capital Investment Management as the Global Head of Portfolio Management business. He assumed his role of Chief Executive Officer, VTB Capital Investment Management in 2013. Under his guidance total assets under management have risen to more than RUB 709 billion as of August 2018. His efforts have enabled VTB Capital Investment Management to take a lead in largest Russian asset managers in Expert RA’s 2017 rating.

Before joining the firm, he worked for more than seven years at Troika Dialog as a partner and lead portfolio manager. There he participated in the active development of the asset management business, pushing it to become a leader on the Russian market.
