Association of Innovative Regions of Russia

The Association of Innovative Regions of Russia (AIRR) is an association of the constituent entities of the Russian Federation that was formed to support and promote innovative economic, scientific, technical, and educational projects. The Association was established with the support of the Ministry of Economic Development, Rusnano, and the Russian Presidential Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA) on 10 May 2010. The Association includes the 14 strongest and most innovative regions: the Republic of Bashkortostan, Republic of Mordovia, Republic of Tatarstan, Altai Territory, Krasnoyarsk Territory, Perm Territory, Irkutsk Region, Kaluga Region, Lipetsk Region, Novosibirsk Region, Samara Region, Tomsk Region, Tyumen Region, and Ulyanovsk Region.

The booth will host a presentation of the 2017 Rating of Innovative Regions of Russia, present the key projects of the Association, and hold more than ten signings at various levels for the economic development of AIRR member regions.


Kaluga Region

The Kaluga Region is located in the centre of the European part of Russia. Its favourable geographical location, well-developed infrastructure, and the presence of major industrial brands make the region one of the most comfortable places to do business and live.

Projects are being implemented in the Kaluga Region that have been in demand for a long time and cover virtually all branches of economic activity. Enterprises from international concerns operate here: AstraZeneca, Nestle, Volkswagen, Continental, L'Oreal, and Samsung, among others. In just short ten years, some 100 major industrial enterprises have set up operations in the region. The Kaluga Region is a leader in terms of industrial growth. Over ten years, the volume of industrial production has expanded five-fold, while exports from the region tripled in 2017 alone.

Krasnodar Territory

This year, the Krasnodar Territory’s booth centres around the theme of the region’s future. Instead of individual proposals, the region is presenting a strategic approach to the implementation of investment ideas and opportunities, where all components are interrelated. The key slogan is ‘Krasnodar Territory – 2030.’ It’s a futuristic space and a city of the future.

The booth has two zones: a presentation zone and a negotiation zone.

The presentation zone is a platform where all the investment potential that is being presented can be viewed conveniently all at once: all municipalities divided into seven economic zones as well as flagship and sectoral projects.

The booth will offer a presentation of five key flagship cluster projects: eco-friendly agribusiness with advanced smart manufacturing, a tourism and recreational cluster, the ‘Southern Export and Import Hub’ trade, transport, and logistical cluster, a smart industry cluster, and a social and creative industries cluster.

The negotiation zone will offer closed and open negotiations, catering, an innovative gallery, and the Kuban 24 studio.

 

Novosibirsk Region

The Novosibirsk Region is the transport, logistics, industrial, agricultural, and cultural centre of Siberia, not to mention a world-class scientific and educational centre. In 2017, the region gained another competitive advantage – the Priority Social and Economic Development Area in the monotown of Linevo, which will be presented at the Forum. The biggest project to be presented will be a wholesale distribution centre for the trade and processing of agricultural products with a price tag of RUB 19.7 billion. Another project to be presented at the booth will be a poultry complex for the industrial production and processing of turkey meat. In addition, there will be a presentation of the Salair Regional All-Seasonal Park for Tourism, Sports, and Recreation, which envisages the construction of 100 specialized winter and summer sports facilities. The Scientific and Production Cluster ‘Siberian Scienceopolis’ will present a project for the production of ‘protected’ (microencapsulated) vitamins for the manufacturing of premixes and mixed fodder as well as a project to set up the production of nanostructured ceramics for high-tech industries.

 

Pskov Region

The Pskov Region will make its debut at the Russian Investment Forum in Sochi with a presentation of its economic and investment potential as well as the region’s advanced industrial projects. Our region is the only one in Russia that borders two EU countries, which helps businesses to develop cooperation not only with major enterprises of the North-West, but also with their European partners. The Moglino Special Economic Zone is our leading platform for investors. The structure of the platform enables investors to launch projects in the shortest possible time while simultaneously saving up to a third of the cost on setting up production. The region is home to the Industrial Electric Engineering Cluster. It was formed on the core of industrial enterprises that are leaders in the Russian electrical engineering industry market. The cluster is implementing a unique project for Russia involving the manufacturing of electrical engineering products. St. Petersburg

The exposition will feature a presentation of St. Petersburg as one of the country’s most attractive regions for investors, as evidenced by the annual improvement of the city’s rankings in Russian and international ratings.

Guests and participants in the exhibition will have an opportunity to view the investment potential of St. Petersburg, its competitive advantages, the tried and tested system of state support measures for investors as well as the city’s promising investment projects.

The St. Petersburg’s exhibition will include a zone with an interactive screen, a comfortable and equipped meeting room, working areas for partner companies of the city’s Government with the opportunity to present investment projects as well as a business networking zone.

St. Petersburg will be presented as a city that has always been and will always remain open to Russian and European companies and the embodiment of modern trends and progressive ideas.

 

Saratov Region

The theme of the Saratov Region’s booth this year is investment in the future of the region. The key slogan is ‘Build with Us’.

The booth has three zones: a presentation, technical, and negotiation zone.

The presentation area is the main platform of the booth where all the information materials are displayed.

Information is provided both with printed materials and using multimedia technologies with augmented reality components.

The booth will present the main investment projects of the Saratov Region and provide visualization with geo-referencing on an interactive map of the region.

There negotiation zone includes a closed and open negotiation room.

The technical zone offers multimedia equipment and catering.


Black Sea Trade and Development Bank (BSTDB)

The Black Sea Trade and Development Bank (BSTDB) is an international financial organization that was established by the governments of Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey, and Ukraine. The Bank’s headquarters are located in Thessaloniki, Greece. With registered capital of EUR 3.45 billion, the Bank promotes economic development and regional cooperation of its member countries. Minprirody (Ministry of Natural Resources and Environment of the Russian Federation)

As part of the priority project ‘Wild Nature of Russia – Preserve and See,’ which aims to preserve the ecosystem and develop ecotourism, visitors to the exhibition of the Ministry of Natural Resources will have a chance to admire the picturesque and breath-taking views of pristine nature taken at nature reserves and national parks throughout Russia. The unique format of a spherical video in virtual reality glasses will allow viewers to fully immerse themselves in what is going on.

The booth of the Russian Ministry of Natural Resources will also present a multimedia exposition as part of the priority project ‘Clean Country’ showing how everyday garbage affects the ecosystem for hundreds of years.

Another exhibit will demonstrate how difficult and important it is to establish a delicate balance between the sustainable use of natural resources and the preservation of the environment.

All the booth’s guests will have an opportunity to taste oxygen cocktails and teas based on herbal collections from the regions.


Wellpharm LLC

Wellpharm is a modern high-tech pharmaceutical plant that meets the GMP requirements and manufactures high-quality, effective medicines at affordable prices. The enterprise was built with the support of the Ministry of Industry and Trade of the Russian Federation, the Industrial Development Fund of the Russian Federation, and the Government of the Kurgan Region.

The plant’s production capacity consists of: ampoule-based injection solutions – 150 million ampoules per year; coated and non-coated tablets – 80 million packs of ten per year, and solid capsules – 20 million packs of ten per year.

Wellpharm has started implementing a project to establish the production of pharmaceutical substances.

The purpose of taking part in the Russian Investment Forum exhibition is to demonstrate the positive experience of public-private cooperation, present domestically produced medicines, and search for business partners for the organization of contractual production and co-investors for the further development of the project.


Kursk Region

The Kursk Region’s exposition is presented under the slogan ‘Kursk Region – A Region with a Comfortable Future’.

The booth is fitted out with modern technologies.

The booth walls present investment projects being implemented in the region and describe its investment potential for the next five years. Such plans include the largest meat-processing complex in Russia, a new nuclear power plant, a crusher and conveyor complex in the quarry of the world’s biggest iron ore deposit, and an innovative complex for growing champignons from compost. Projects to develop the pharmaceutical industry, instrument-making, and the construction of an equestrian complex, which are on a smaller scale in terms of cost but are equally important, will also be presented.

Everyone who visits the Kursk Region’s booth will be provided with information about the region’s development using interactive multimedia tools. The Kursk Region is open to all guests and business partners!


Ryazan Region

The key theme of Ryazan Region’s exhibition is ‘The Digital Transformation of a Region’. This involves putting in place the conditions for developing a knowledge-based society, improving the prosperity and quality of life of the region’s citizens by increasing the accessibility and quality of goods and services produced in a digital economy, improving digital literacy, and expanding the accessibility and quality of public services for citizens. Establishing a digital economy requires close cooperation between the state, business, and science.

The projects presented in the regional exhibition will reflect achievements and plans for development in the fields of energy conservation, the digitalization of industrial technologies, software, robotics, digital technologies in agriculture, the development of industrial parks, and the creation of a scientific and technological hub which will become a centre for training and retraining specialists and make the lives of our citizens safer and more comfortable.

A number of cooperation agreements between Russian companies and Ryazan Region will be signed during the Forum.


Lipetsk Region

Lipetsk Region’s exhibition will showcase its potential as a tourist destination, together with opportunities for investment. Promising investment proposals aimed at developing the region’s tourism infrastructure will be presented.

Those wishing to see the region for themselves will be able to do so by donning special eyewear for a virtual reality tour of the city of Yelets. A touch table will allow users to select between a tourist portal for Lipetsk Region, a map of opportunities for investment in tourism, and an audioguide presentation of Lipetsk Region, among other materials.


Ministry of North Caucasus Affairs of the Russian Federation and North Caucasus Development Corporation

The North Caucasus Federal District will be presenting the full range of its investment potential at a single stand. The exhibition area, which is shared by the Russian Ministry of North Caucasus Affairs and the North Caucasus Development Corporation, will be devoted to federal projects which are important both for the North Caucasus region and for the country as a whole. These include the Caspian Transport and Logistics Centre and an innovative medical cluster in the Caucasian Mineral Waters region. Northern Caucasus Resorts will present plans and scale models for three rapidly expanding ski resorts: Arkhyz, Elbrus and Veduchi. As part of the Made in the Caucasus project, the regions of the North Caucasus will present foods which have become the macroregion’s calling card. The Caucasus Cuisine area will be an opportunity for all guests to sample the region’s national dishes. The stand’s business programme will include agreement signings, project presentations, and negotiations with investors.


Ugra Development Fund

A specialized organization for attracting investment and working with investors and the state fund for the development of industry in the Khanty-Mansi Autonomous Area — Yugra.

Republic of Crimea

Crimea is a remarkable region which has left its mark on all who have set foot on its soil. With picturesque landscapes, mountains, sunny beaches, healing air, ancient caves, and architectural monuments, it comes as no surprise that the area is visited by millions of tourists every year.

As the popularity of Crimea grows, it remains a focus of attention. The republic is developing and increasingly quickly overcoming its inevitable economic issues. In 2017 the region’s economy grew by 10%, including as a result of extra-budgetary investment.

As part of a strategy for the development of Crimea, projects are being implemented to build industrial parks intended to drive industrial modernization, as well as several tourist clusters, and agriculture is experiencing a rebirth, particularly with respect to winegrowing and winemaking. The health resort sector is undergoing a renewal, upgrading to meet modern standards. Construction is also under way on major infrastructure facilities, including the Crimea Bridge, a new airport complex, and the Tavrida Highway.

Sevastopol

The federal city of Sevastopol is developing confidently as a region of the Russian Federation, the base for Russia’s Black Sea Fleet, and a potential industrial and knowledge capital of Southern Russia.

Since 2014, the Government of Sevastopol has initiated a range of priority projects which have the common objective of developing the region’s socioeconomic potential, improving residents’ quality of life, and increasing the investment attractiveness of the region.

Since 1 January 2015, Sevastopol has been home to a free economic zone offering special tax incentives and exemptions for residents.

Bashkortostan Convention Bureau

The exhibition stand of Bashkortostan Convention Bureau will be devoted to the meetings industry as a driver of the region’s economic development. The stand will be used to promote key forums held in Ufa. The Government of the Republic of Bashkortostan is highly engaged in the development of the events industry. Regional efforts towards this goal in 2017 led to Ufa being ranked eighth in the Russian National Ranking for Event Industry Potential, which were presented by the R&C Market Research Company. Bashkortostan Convention Bureau also received an award from the Europe and Asia Event Forum in the special ‘Prospect of the Year’ category. In addition, Ufa Convention Hall won the Russian Business Travel&MICE Award in the category ‘Best Congress Centre in Russia’. Experts agree that Ufa’s convention and business infrastructure is among the most modern in the country, and, thanks to original events and MICE proposals, the destination itself has been recognized by market experts as an interesting and promising region. The Bashkortostan Convention Bureau provides a single window for potential clients, including government bodies and commercial and public organizations, both in Russia and in the rest of the world.

Winter Universiade Krasnoyarsk 2019 Executive Directorate

The main objective of the exhibition stand is to promote the Winter Universiade 2019 in Krasnoyarsk and to invite Forum participants to the Student Games, as well as to pilot events in 2018.

The stand will feature a presentation of the Winter Universiade 2019 facilities on an interactive map using Leap Motion contactless control technology. The presentation for each facility will be accompanied by a short film about its construction or renovation, together with information about technical specifications.

As per tradition, the stand will feature a Siberian bar, where
Forum participants and guests will be able to try the traditional Russian beverage sbiten, and find out the latest information about the Winter Universiade 2019 sporting programme, the progress of preparations, the construction of facilities, terms and conditions of partnership, and the volunteer selection process. In addition, the exhibition venue will feature an instant photo printing stand, a laser biathlon firing range with two rifle sets, and an entertainer dressed as a full-sized U-Laika – the mascot of the games.


Financial Research Institute of the Ministry of Finance of the Russian Federation

The discussion platform of the Financial Research Institute will feature a presentation of Datatron.

Datatron is a personal assistant and expert system which answers questions about the budget of the Russian Federation or the financial sector.

Datatron will tell visitors about spending on social policy, education, and the national economy, as well as revenues, surplus and deficit, and external and internal debt. The system can easily provide definitions of more than 200 economic terms, such as payment advice note, offerer, and stagnation. Datatron also answers questions about federal loan bonds, the first economist, and thousands of other questions about the Russian budget and the activities of the Russian Ministry of Finance.

The Datatron personal assistant answers questions using the database of the single portal for the Russian budget system and the Russian Ministry of Finance knowledge base.

Datatron can handle questions in two formats: spoken or entered in text form. Answers from the expert system are accompanied by additional relevant documents, links, and illustrations.

Datatron is available in the App Store, from Google Play, and as a Telegram chatbot.


MOSCOW

Rostov Region

Rostov Region’s exhibition at the Forum in Sochi is always one of the most notable, spectacular, and substantial. In 2018, the region will present an exhibition with the slogan ‘Rostov Region: Only the Freshest Projects’. The priority is to present projects which are seminal in their sectors and innovative in the broad sense of the word, together with promising opportunities for investment. Key areas of focus will include green energy, transport, industrial projects, and integrated regional development.

The region’s delegation at the Russian Investment Forum in Sochi will be headed by Governor Vasily Golubev. Agreement signings involving Russian and foreign companies are planned, as well as presentations of investment projects.

The exhibition operator, the Investment Promotion Agency of Rostov Region, has created a series of unique works of art which visually represent the advantages of investing in the region.


Tula Region

Orenburg Region

Situated at the crossroads of East and West, Orenburg is rightly known as the Heart of Eurasia.

Its combination of logistical advantages, powerful industrial potential, and superior legislative framework for investment presents extensive opportunities for doing business.

Orenburg is among the leading regions with respect to mineral reserves and extraction, and is also a trailblazer in the development of solar energy. Between 2015 and 2017, solar power stations with a total capacity of 90 MW were built and commissioned in the region. Investment in these projects stands at more than RUB 10 billion. By 2020 there are plans to attract another RUB 22 billion of investment into the development of solar energy facilities with capacity in excess of 200 MW.

The Orenburg Gas Chemical Complex is a world leader in the production of gaseous helium.

Orenburg is one of Russia’s key breadbaskets, growing more than 3 million tonnes of elite cereal crop varieties every year.

SME Bank

At their stand at the Russian Investment Forum in Sochi, the Federal Corporation for the Development of Small and Medium-Sized Businesses (SME Corporation) and SME Bank will be talking about support measures for small and medium-sized companies and about effective tools for launching and developing a business.

SME Bank will inform visitors to the stand about financial tools for developing small and medium-sized businesses and special credit products for entrepreneurs developing projects in the Russian Far East, in single-industry towns, and in the agricultural sector, as well as about investment projects which have already been successfully implemented.

Representatives from the SME Corporation will give Forum participants demonstrations of the SME Business Navigator Portal. The Portal’s services can be used to determine the optimal kind of business to open and the best location, to develop a business plan, to find out about competitors and new sales markets, and much more besides. Sochi Auto Sport Museum

Sochi Auto Sport Museum is home to more than 50 racing and sports cars, including a genuine Formula 1 Jaguar R5B, a 1,500-horsepower Dodge Viper built for drag racing, a Jaguar XJ220, which broke land-speed records in the 1990s, and a racing car for public roads – the legendary Ferrari F40, along with several thousand exhibits of all kinds, including racing team paraphernalia, model cars, posters, books, and a picture gallery.
Representing the Museum at the exhibition will be two legendary cars – the 1957 Pobeda Sport and the 1963 Jaguar E-Type.
Also on display at the stand will be commemorative helmets from the Russian Formula 1 Grand Prix, coffee table books about the history of Formula 1 and Ferrari, and Ferrari driver and mechanic uniforms.


EMERCOM of Russia

The main focus of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) exhibition is reforming supervisory and oversight activities by introducing new mechanisms for interaction between the state and business to improve safety. EMERCOM of Russia is actively implementing a set of measures aimed at improving the functions of state oversight, including the application of risk-oriented approaches, increasing day-to-day security for the population and businesses, and developing modern approaches to improving the effectiveness of fire-safety measures, civil defence, and to protecting the population and territories from emergency situations. The exhibition will feature prototypes of fire and rescue equipment, as well as integrated models for information support and the automation of supervisory bodies.


Leningrad Region

Leningrad Region is one of the fastest developing economies in the Northwestern Federal District. A favourable geographical location and the implementation in the region of a number of federal infrastructure projects are having a positive effect on its economic development. In gross regional product per capita terms, Leningrad Region is ahead of the national average.

At its stand, Leningrad Region will be presenting its project ‘Public Administration 2.0’ – a pilot initiative aimed at improving the efficiency of public servants and transitioning to a project-based approach in implementing strategic priorities.

In addition, as part of the implementation of the project initiative ‘Industrial Leadership’, a component of the Leningrad Region Socioeconomic Development 2030 Strategy, the stand will present the Leningrad Region Centre of Professional Skills project, an inter-professional institution equipped with the latest resources for training staff, improving qualifications, and practical internships.


Irkutsk Region

Irkutsk Region possesses unique natural, cultural, historical, and tourism potential. The region retains a leading position in Russia’s forestry sector, as well as in energy, the production of aluminium, polymers, and petroleum products, and gold mining. It also has significant mineral deposits as well as hydroelectric and timber resources. Irkutsk Region occupies third place in the Siberian Federal District in terms of export volumes.

At the exhibition the region will offer a comprehensive presentation of its development projects in timber processing, pharmaceuticals, construction material production, agriculture, and tourist infrastructure.

The stand will also be showcasing the region’s diversity of flora and fauna. Visitors to the exhibition will have the opportunity to experience the full majesty of the great Lake Baikal.

Ekaterinburg EXPO 2025

In May 2017, Russia submitted a bid to host World Expo 2025 from 2 May to 2 November in Ekaterinburg. The theme behind the bid was ‘Changing the World: Innovation and a Better Life for Future Generations’.

The Bureau International des Expositions (BIE) will choose which city will host EXPO 2025 in November 2018. Bids have also been submitted by Osaka (Japan), Baku (Azerbaijan), and Paris.

The theme of the exhibition is also reflected in the slogan of the Russian bid, ‘Technologies to Make People Happy’, and in the concept for the exhibition’s legacy: ‘Smart City’. 

The Ekaterinburg EXPO 2025 stand will feature an interactive model of the master plan for the exhibition, which is designed to occupy an area of 555 hectares. This means that, if the bid is successful, EXPO 2025 in Ekaterinburg will be the largest event in World Expo history.


Leningrad Region

Leningrad Region is one of the fastest developing economies in the Northwestern Federal District. A favourable geographical location and the implementation in the region of a number of federal infrastructure projects are having a positive effect on its economic development. In gross regional product per capita terms, Leningrad Region is ahead of the national average.

At its stand, Leningrad Region will be presenting its project ‘Public Administration 2.0’ – a pilot initiative aimed at improving the efficiency of public servants and transitioning to a project-based approach in implementing strategic priorities.

In addition, as part of the implementation of the project initiative ‘Industrial Leadership’, a component of the Leningrad Region Socioeconomic Development 2030 Strategy, the stand will present the Leningrad Region Centre of Professional Skills project, an inter-professional institution equipped with the latest resources for training staff, improving qualifications, and practical internships.

The Roscongress Reading Room is located in zone 5.6 on the first floor of the Russian Investment Forum venue.

The Reading Room will be open between 10:00 and 20:00 on 14 February, and between 08:00 and 20:00 on 15 and 16 February; all participants are welcome.

Exhibition of Works by Graduates of the Sirius Educational Centre

Top teachers from the Sergey Andriyaka Academy of Watercolours and Fine Arts have given classes in painting and drawing at the Sirius Educational Centre since the summer of 2015. Once a month, the Centre hosts 30 talented children and young artists from cities and towns all across Russia.

Studying at the Sirius Centre gives the children a chance to discover their individuality and creative potential, acquire new techniques, and broaden their knowledge of genres and directions in art.

During their studies, many participants become true masters of watercolour painting thanks to their tutors – renowned artists and teachers from the Sergey Andriyaka Academy of Watercolours and Fine Arts.

The exhibition will feature works by students aged 14 to 16 that reveal the beauty of the world around us, encompassing the genres of landscape art, portraiture, and still life.

Visitors to the exhibition will be able to trace the journeys taken by children from all parts of Russia on their paths to becoming true watercolour artists.
