Presentation of the ROSINFRA National Award

The award ceremony took place on 15 February at the Russian Investment Forum following the roundtable ‘Infrastructure Mortgages: Public–Private Partnership 2.0’ attended by Prime Minister Dmitry Medvedev. The ROSINFRA National Infrastructure Award was presented by the Roscongress Foundation jointly with the PPP Development Center.

A total of 85 applications were submitted from 38 regions of Russia from which the winners were selected in 11 main categories and one special category outside of the competitive programme. The winners were determined by a jury comprised of representatives from the State Duma and the Federation Council, the relevant federal ministries as well as the heads of leading development institutions and public organizations.

The award announcements were made by PPP Development Center Chairman Pavel Seleznev. The awards were presented to the winners by Russian Minister of Economic Development Maxim Oreshkin.

The winners of the ‘Qualified Customer’ category, which was represented by two categories – at the federal and regional level, were Avtodor State Company and the Government of St. Petersburg, respectively.

The Government of the Tula Region won the category ‘Regional Initiative’ for its high-quality preparatory work on the project to build a toll road in the region connecting the M-2 Crimea and M-4 Don highways.

The federal concession of the Russian Ministry of Health for the reconstruction of the Eye Microsurgery Centre in Yekaterinburg was recognized as the best PPP project in the social sector. A project to build a bypass around Khabarovsk was declared the best in the transport sector. The best PPP project in the municipal sector was the modernization of water supply and sanitation facilities in the Perm Territory city of Berezniki.

The leaders in terms of investments in PPP projects were announced in two categories. For the fourth year in a row, Gazprombank was recognized as the best organization that provides debt financing in PPP projects. The best private investor was the VIS group.

The company Moscow Region Toll Road won the ‘Private Initiative’ category for its project to rebuild two highway sections with the construction of overpasses in the Moscow Region’s Naro-Fominsk and Odintsovo Districts. Awards were also presented to the best consultants in the PPP. The best financial consultant was EY, the best legal consultant was Herbert Smith Freehills international law firm, and the best technical consultant was Stroyproekt Institute.

The Russian Ministry of Construction and Sberbank won the special nomination ‘For Contribution to PPP Development’ for the development and implementation of standard PPP solutions in housing and utility services. The awards were presented to Deputy Minister of Construction, Housing and Utilities Andrey Chibis and Sberbank Senior Managing Director Mikhail Chachin.
