Accreditation

Dear colleagues,

This section contains information about the accreditation procedure for participants in the Russian Investment Forum and guidance on access to the Forum’s events. You can also download a power of attorney form for collecting participant badges and see examples of how to fill out these forms.


Accreditation

Please note that access to the Forum venue will only be granted upon presentation of an accreditation badge.

You may collect your accreditation badges from accreditation points in Moscow, Krasnodar, and Sochi. To avoid any difficulties when accessing the Main Media Centre during the Forum, please collect your badge before the events begin.

You will be asked to present your passport in order to collect your badge. Please note that the accreditation officers will check to ensure that registration details are accurate and up-to-date before distributing badges. In the event of any discrepancies, it will not be possible to distribute your badge on that day.

Vehicle access to the Forum venue

Please note: you do not need a transportation pass to access the entrance to the Russian Investment Forum venue (accreditation and access control point).

Passenger pick-up and drop-off points are located on Olimpiysky Prospekt, right next to the Olympic Park Main Media Centre entrance (by the Forum access control point).

During the Forum, participants can make use of free regular shuttles or taxi services.


Participant badge by proxy (authorized person)

To collect your participant badge by proxy, your proxy must:

  • present an original standard power of attorney form

  • show a document confirming their identity (a passport)

  • to collect badges: show copies of the passports of all participants whose badges the proxy is collecting (without a list and copies of the passports of all participants to be accredited, the power of attorney will not be valid. Copies of passports will be returned once badges have been issued).
    Please note that the accreditation officers will check to ensure that registration details are accurate and up-to-date before distributing badges. In the event of any discrepancies, it will not be possible to distribute badges on that day.

Rules for Accreditation

1. General provisions

1.1. Accreditation of media representatives for the Russian Investment Forum is carried out in order to ensure appropriate conditions for media representatives to prepare and disseminate complete and accurate information about Russian Investment Forum events.

1.2. Accreditation of media representatives is mandatory for attendance at all events on the Russian Investment Forum business programme.

1.3. While carrying out their work, media representatives must respect the rights and lawful interests of Russian Investment Forum participants and staff, and comply with generally accepted ethical standards.

1.4. In an effort to provide the most comfortable working conditions and prompt access to all necessary resources, and in view of the considerable media interest in the event and the limited infrastructure capabilities of the event venue (Main Media Centre, Olympic Park), the number of media representatives that the Russian Investment Forum is able to accommodate is limited.

1.5. The Russian Investment Forum Organizing Committee may increase quotas upon receipt of an official request from a media organization if there is a valid reason for such a request.
 

2. Accreditation of media representatives

2.1.      Accreditation procedure

Both Russian and international media representatives can apply to participate in the Russian Investment Forum, subject to the following conditions:

  • Russian media organizations must be registered with the Federal Service for Supervision of Communications, Information Technology, and Mass Media (hereinafter referred to as Roskomnadzor);
  • International media representatives:
    • if normally working in the Russian Federation, must be accredited by the Russian Ministry of Foreign Affairs;
    • if not accredited by the Russian Ministry of Foreign Affairs, must, in addition to submitting a request via the official website, send a letter to the Russian Investment Forum Organizing Committee, produced on their organization’s official letterhead, signed by the head of the media organization, and certified with the official stamp of the organization (sample letter), requesting accreditation for the Russian Investment Forum.

Media technical staff (representatives of the host broadcaster, technicians operating mobile broadcasting stations, drivers for accredited media organizations, etc.) will be accredited for the Forum according to the technical staff accreditation rules. 2.2.      Accreditation quotas for media representatives:

  • Print publications:
  • Newspapers: 3 people (2 journalists, 1 photographer)
  • Magazines: 3 people (2 journalists, 1 photographer)
  • News agencies: 4 people (2 journalists, 2 photographers);
  • Online media outlets (including blogs): 2 people (2 journalists);
  • Television channels: 9 people (3 journalists, 3 camera operators, 3 sound technicians);
  • Radio stations: 2 people (2 journalists).

2.3.      Submission and review of accreditation requests

  • Media representatives wishing to participate in coverage of Russian Investment Forum events may apply for accreditation by submitting an accreditation request (hereinafter referred to as request) via the official Russian Investment Forum website (www.rusinvestforum.org/en);
  • Applicants should complete all fields of the request form, paying particular attention to the mandatory fields marked with an asterisk;
  • Requests submitted via the official Russian Investment Forum website will be accepted from December 1, 2016 until February 10, 2017;
  • All requests will be reviewed within 10 business days of the closing date for media requests;
  • Media accreditation is valid for the entire duration of the Russian Investment Forum.

2.4.      Accreditation badge distribution for media representatives

  • Upon approval of the request by the Russian Investment Forum Organizing Committee, media representatives will receive an accreditation badge;
  • Accreditation badges will be issued at a number of accreditation points in Moscow, Sochi, and Krasnodar. Information about accreditation point locations and opening hours will be published on the official Russian Investment Forum website (www.rusinvestforum.org/en);
  • Accreditation badges will only be issued under the following conditions:
  • Record of confirmed accreditation in the Russian Investment Forum database;
  • Presentation of a valid passport (whose number must match

the number provided in the request form), and:

  • For Russian media representatives: upon presentation of media credentials or, in the case of badges issued under power of attorney, upon presentation of an official letter with the media organization’s letterhead and signature of the head of the organization or head of HR, and the organization’s official stamp (sample letter);
  • For international media accredited by the Russian Ministry of Foreign Affairs: presentation of a Russian Ministry of Foreign Affairs accreditation card.
  • Accreditation badges are issued to specific individuals and may not be passed to third parties during the Russian Investment Forum. Badges must be clearly displayed at all times while at the Russian Investment Forum venue;
  • No other accreditation cards are valid for access to the Russian Investment Forum venue;
  • In the event that an accreditation badge is lost, stolen, or damaged, media representatives must immediately report to one of the information stands. Lost badges will be blocked. A duplicate badge will be issued once a written statement has been filed.

2.5.      Rules for access to Russian Investment Forum events

  • Accreditation of media representatives is mandatory for attendance at all Russian Investment Forum events;
  • Access to events involving the Prime Minister of the Russian Federation will be granted in compliance with a special procedure prescribed by the Press Service and Information Department of the Russian Government and the Russian Federal Protective Service;
  • Access by media representatives’ technical staff is granted according to the rules regarding technical staff access to the Russian Investment Forum venue.

3. Refusal of accreditation

The Russian Investment Forum Organizing Committee reserves the right to refuse accreditation to:

  • Persons who are not media representatives and do not hold the positions specified in clause 2.2 of these rules;
  • Representatives of media outlets specializing in chiefly promotional or reference publications or highly specialized topics which are not related to the subject of the Russian Investment Forum;
  • The Organizing Committee reserves the right to refuse accreditation without explanation.

4. Rights and obligations of media representatives accredited for the Russian Investment Forum

4.1.      Media representatives accredited for the Russian Investment Forum may:

  • Make use of all services intended specifically for journalists and those working for press offices;
  • Obtain information on official Russian Investment Forum events and exhibitions (press releases, business programmes, lists of participants, catalogues, etc.);
  • Work at the Russian Investment Forum Press Centre during official events and use the Russian Investment Forum Press Centre facilities;
  • Participate in press conferences, briefings, and other press events.

4.2.      Russian Investment Forum accredited media representatives undertake to:

  • Verify the accuracy of the information they are given;
  • Honour the requests of those providing information with regard to naming their sources;
  • When receiving information from officials and others, inform them that an audio/video/film/photo recording is being made;
  • Present professional or other identification verifying their identity and media credentials upon request while carrying out their work;
  • Refrain from using the opportunities granted to them to conceal or falsify socially significant information, or collect information to benefit a third-party or non-media organization;
  • Refrain from or stop filming or taking photographs when asked to do so by Russian Investment Forum security staff;
  • Avoid distributing printed materials at the Russian Investment Forum venue without the agreement of the Russian Investment Forum Organizing Committee;
  • When using official information or quoting Russian Investment Forum participants, observe the Russian Investment Forum Acknowledgment Policy, in that any material ready for publication must contain a reference to the Russian Investment Forum and cite the source of the information. Any online coverage must include a link to the Russian Investment Forum website (www.rusinvestforum.org/en). Alteration, embellishment, or distortion of any copied (cited) information is strictly prohibited.

Acknowledgement policy

When official information or direct quotations from Forum participants are used in media materials, they should be accompanied by a reference to the Russian Investment Forum, and the source of the information must be credited. Electronic media should include a link to the Forum website (rusinvestforum.org). Alteration, embellishment, or distortion of any copied (cited) information is strictly prohibited.

  • Print media/radio: any article or interview covering the Russian Investment Forum must include a reference to the Forum, in the form of text or the official logo.
  • Television: any programme filmed or interview given at the Russian Investment Forum venue must include a reference to the Forum.
  • Online publications: any article or interview covering the Russian Investment Forum must include a reference to the Forum, in the form of text or the official logo.
  • Photography: any photograph taken in relation to the Russian Investment Forum must include a reference to the source of the information.
  • Blogs/social networking sites: when using official information obtained through participation in the Russian Investment Forum or quoting statements made by participants of the Forum (which should be used only with the participant’s express permission) in materials published online (on blogs, social networking sites, etc.), all information divulged must be accurate.

The Forum Organizers accept no responsibility for statements made by participants in blogs or on social networking sites.

The Roscongress Foundation reserves the right to use text from articles, photographs, and video footage made or obtained by media representatives during preparations for the Russian Investment Forum and during the Forum. Any material used will include a reference crediting the author of the material in question.

PRESS CENTRE

The Russian Investment Forum press centre is a modern, interactive space designed to enable media representatives to work in comfort. The press centre can be found on the second floor of the Olympic Park Main Media Centre.

ORGANIZING AND HOLDING PRESS EVENTS AT THE RUSSIAN INVESTMENT FORUM VENUE

Protocol and administrative support services for agreement signing ceremonies can be booked at any venue within the press centre which has been provided by the Russian Investment Forum Organizing Committee for press events (press conferences, briefings, agreement signing ceremonies, interviews, and press access events):

Protocol and administrative support services for agreement signing ceremonies include:

  • drafting running orders for signing ceremonies
  • agreeing details of the ceremony with the client
  • checking the compliance of approved running orders with Forum rules
  • briefing all signatories and ceremony participants to ensure successful implementation of the approved running order
  • checking implementation of the running order for the ceremony
  • the services of a professional presenter
  • professional assistant services for signatories
  • provision of folders for signing
  • provision of pens for signing
  • provision of name cards on tables for signatories
  • press briefing after the ceremony (if required)
