Applications are now being accepted for the ROSINFRA national prize, the first and only prize for infrastructural development and public-private partnership. The award has been handed out since 2013 by the PPP Development Center with the support of Business Russia, the Russian Chamber of Commerce and Industry, and the Agency for Strategic Initiatives. The award ceremony has been held as part of the Russian Investment Forum in Sochi since 2017. The Roscongress Foundation is a co-organizer of the ceremony. The panel of judges includes representatives of the Federation Council and the State Duma, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Transport, the Ministry of Construction, the Ministry of Health, VEB.RF, the Analytical Centre under the Government of the Russian Federation as well as senior executives from state-owned companies and public business organizations.

The main objective of the prize is to identify key infrastructural development trends in Russia and to replicate best practices for applying public-private partnership mechanisms. Over the years, the organizers have noted truly significant infrastructural projects that have been implemented using PPP mechanisms. Such projects include the reconstruction of Pulkovo Airport in St. Petersburg, the construction of the Khabarovsk bypass road, the Northern Latitudinal Railway, the Volgograd water canal, and the reconstruction of the Eye Microsurgery Complex in Yekaterinburg, among others. The panel separately evaluates the contribution of regions, business, and consultants to the implementation of projects and the development of the PPP market. The prize has been won by regional administrations as well as major state-owned and private companies in the infrastructure market, including: the state-owned company Avtodor, Rostelecom, the VIS group, Rosvodokanal, Sberbank, Gazprombank, VTB Capital, Airports of the Regions, Russian Utility Systems, and many others. In 2018, over 100 applications were received from 36 regions of the Russian Federation.

In 2019, PPP projects in such sectors as roads, railways, urban transport, housing, public utilities, public amenities, healthcare, sports, culture, and children’s infrastructure will be recognized. The best investors, financing organizations as well as financial and legal consultants will be awarded separately. The most significant PPP project for the market will receive a prize in the ‘Deal of the Year’ nomination.

For the first time, a prize will be awarded for focusing on PPPs. It will go to the region of the Russian Federation that takes the most thorough approach to publishing information on regional PPP policies as well as planned and ongoing projects. The winner in this nomination will be determined based on data posted by the regions on the ROSINFRA Platform. The nomination ‘Quality Infrastructure Investments’ was introduced at the initiative of VEB.RF and will highlight the project that is most consistent with the G20-approved principles of high-quality investment in infrastructure.

To be eligible for the prize, you must complete and submit applications and materials in accordance with the form by the deadline of 17 January 2020 at the email address info@rosinfra-awards.ru. Be sure to wait for confirmation that the set of documents complies with the rules for the prize and is accepted for consideration by the tender committee. A short list of nominees will be compiled based on the results. The award ceremony will take place in February at the Russian Investment Forum in Sochi.
