Ministry finalizing government action plan for period until 2025

Minister of Economic Development Maxim Oreshkin cited the reasons for low labour productivity in Russia in the document, RIA Novosti reports. The Ministry of Economic Development has entered the final phase of preparation for a comprehensive government action plan for the period until 2025, which, among other things, includes a wide range of measures to improve labour productivity, Oreshkin said at a meeting of the Russian Presidential Council on Innovative Development and Priority Projects.

Oreshkin said the first problem that is hindering growth in labour productivity is the low level of management and technological competencies at problem enterprises. The second problem is the underdevelopment of project financing mechanisms.

As a third inhibitive factor, the minister cited administrative barriers, which are concentrated not so much in labour legislation as they are in the industry-based regulatory framework. Finally, he mentioned the high risks of mass layoffs and mechanisms used for job searches, retraining, and advanced training, which do not always work effectively.

“Overcoming these problematic areas is precisely what the ‘Labour Productivity’ priority project will aim to do”, he said.

Oreshkin also noted that regional programmes to improve labour productivity must at the very least include two areas: the development and implementation of corporate ‘roadmaps’ and a set of measures for the employment of dismissed employees. He promised these problems would be actively introduced in pilot regions in the fall.
