Staff, Driver, and Vehicle Accreditation Rules


Contractor staff, drivers, and vehicles that will be located on the territory of the Russian Investment Forum 2020 (hereinafter ‘the Forum’) for work-related purposes from 00:00 on 4 February 2020 until 18:00 on 11 February 2020 and from 08:00 on 15 February 2020 until 23:00 on 17 February 2020 must be accredited for the assembly/disassembly period.

Contractor staff, drivers, and vehicles that will be located on the territory of the Forum for work-related purposes from 18:00 on 11 February 2020 until 08:00 on 15 February 2020 must be accredited for the Forum and assembly/disassembly period.

After an agreement has been reached with the Roscongress Foundation, the Counterparty must:

  1. Reach an agreement with the Roscongress Foundation department head regarding the staff-zone quota (the number of staff who may be located on the territory of the Russian Investment Forum during the Forum itself (in the Red, Blue, and Green zones respectively) and during the assembly/disassembly period).

  2. Complete a registration form, have it signed by an executive, stamped with the organization’s seal, and visaed:

    • by the Roscongress Foundation department head;
    • by the head of the IT Systems, Accreditation, Access Control, and Logistics Directorate of the Roscongress Foundation.

  3. Submit the visaed form to the Technical Staff and Transport Accreditation Department no later than 14 January 2020.

  4. Receive the individual username (login) and password to access the Personal web office on the official Forum website (rusinvestforum.org) in person and/or by email from the Technical Staff and Transport Accreditation Department manager assigned to your organization.


To obtain accreditation for your staff, drivers, and vehicles, you must:


  1. Log on to the Personal web office on the official Forum website using your login and password.

  2. Complete applications for your staff using the specified form (for each zone, the number of applications available to be completed corresponds to the agreed upon staff-zone quotas).

    Each application must specify the period for which accreditation is required:

    • for the assembly/disassembly period (temporary pass);
    • for the assembly/disassembly period and Forum.

  3. If vehicles and drivers need to be accredited, complete the applications for vehicles and drivers.

    Each application must specify the period for which accreditation is required:

    • for the assembly/disassembly period (temporary pass);
    • for the assembly/disassembly and Forum period.

    Please note:

    • if a driver is registered in the accreditation application as staff, the driver does not need to be re-entered in the driver accreditation list;
    • accreditation for the assembly/disassembly period is not required for staff, drivers, or vehicles that are accredited for the assembly/disassembly and Forum period;
    • a separate accreditation application must be submitted for trailers.

  4. Upload photos of the staff and drivers. Badge photos are required only for staff and drivers who will be located on the territory of the Russian Investment Forum during the assembly/disassembly and Forum period for work-related purposes; they are a mandatory pre-requisite for this type of accreditation.

    Photos must meet the following requirements:

    • photo size: 480x640 pixels;
    • in colour against a white background, a ‘document-style’ photo;
    • 300 dpi resolution (photo quality);
    • the subject must be facing forward, and must not be wearing any head coverings;
    • the face must take up at least 70% of the photo.

    Photos for a temporary pass (during assembly/disassembly) are not required.

    Staff, driver, and vehicle accreditation applications are accepted from 1 December 2019 to 23 January 2020.

    Changes and additions to the lists must be approved by the Roscongress Foundation department head and may be recorded until 27 January 2020.

    Changes and additions after 27 January 2020 must be approved by the Forum Director.

  5. Changes to the data of staff, vehicles, and drivers shall be made independently by the responsible representative of the contractor taking into account that:

    • once staff, drivers and/or vehicle data has been saved, they can no longer be edited from the Contractor’s Personal web office;
    • any changes must be performed by the Technical Staff and Transport Accreditation Department manager assigned to your organization;
    • if an individual employee, driver and/or vehicle needs to be replaced by another, you must first delete the entry for the staff, driver and/or vehicle being replaced and then enter the new data;
    • staff data cannot be deleted independently after a badge has been issued;
    • if any staff or drivers who have already received badges need to be switched out or deleted, these changes must be performed by the Technical Staff and Transport Accreditation Department manager assigned to your organization;
    • the replacement of any staff, drivers, and/or vehicles whose accreditation requests have been rejected must be performed by the Technical Staff and Transport Accreditation Department manager assigned to your organization.

  6. To pick up a badge/pass using a power of attorney, you must:

    • print the power of attorney and a list of the staff who are to receive badges for the assembly/disassembly and Forum period (the list should only include the organization staff who have uploaded a photo, have verification results, and have not yet received badges);
    • print the power of attorney and a list of drivers who are to receive badges for the assembly/disassembly and Forum period (the list should only include the organization drivers who have uploaded a photo, have verification results, and have not yet received badges);
    • print the power of attorney and a list of vehicles that are to receive vehicle passes for the assembly/disassembly and Forum period (the list should only include the organization vehicles for which vehicle passes have not yet been received);
    • print the power of attorney and a list of staff who are to receive temporary passes for the assembly/disassembly period (the list should only include the organization staff who have not yet received temporary passes);
    • print the power of attorney and a list of drivers who are to receive temporary passes for the assembly/disassembly period (the list should only include the organization drivers who have not yet received temporary passes);
    • print the power of attorney and a list of vehicles that are to receive vehicle temporary passes for the assembly/disassembly period (the list should only include the organization vehicles for which vehicle temporary passes have not yet been received).

    • When picking up badges and temporary passes via a power of attorney, you must present copies of the passports of all staff and drivers awaiting accreditation according to the lists and powers of attorney.

  7. A representative of an organization may pick up badges/passes, in a set only, by presenting a power of attorney and passport in the period from 1 February 2020 until 10 February 2020 at the Technical Staff, Driver, and Vehicle Accreditation Centre after coordinating a pick-up time with the Technical Staff and Vehicle Accreditation Department manager assigned to your organization.

    Staff/drivers may not pick up badges/passes in person!

  8. If a printed badge/pass contains a mistake, it shall be replaced after an application to replace the personal data has been submitted. Badges can only be issued after the Technical Staff and Transport Accreditation Department manager assigned to your organization has implemented the changes and after the information has been re-processed (3 business days minimum).

  9. If a badge/pass is lost, it shall be replaced following the submission of an application for a duplicate. The decision to issue a duplicate shall be made on a case-by-case basis.
